Please can you tell me if this looks like it has been over polished? Also, does it look like it has a replacement hand?

Thank you for your help - quite torn between this and a 16713 root beer...

Someone recently polished it. The bottom right lug is short, which makes it overpolished imho. I would see it every time I checked the time.
