I was in Bangkok last month and purchased a 116519LN. I have small wrists too, and they were able to supply a size ED for me. As Andy mentioned, I would start by contacting the other RSC's, in particular in the region, e.g. Bangkok, Singapore, Melbourne, Sydney.
