Assuming you're referring to Paul Duggan in Boston, I've been in his store a few times and met Tim Driscoll (the manager there). A number of close friends have bought from him and I've heard only the best things. I wouldn't hesitate to buy from him.
As to Nbtimes I do not know too much about him but the reports I have seen have been excellent.
