Dial off-center

My friend discovered his Naut dial is a off-center. Sending it in to Patek is both costly and time consuming. Does anyone know a watchmaker that could repair this?

Let’s just say I’m not sure the cost or time it will take to repair is the reason why your friend won’t send this to Patek for repair.
