Would an independent certified rolex watchmaker not be able to change the dial and return the old one back to the watch owner?

Rolex Geneva wants the old dial before they send a new one to the AD. So only the ones that have one in stock can sell it without the old one in exchange.

Buy a professional camera and you´re a professional
