I'm only an enthusiast, not an expert, however I can give you my two cents worth.

The case looks honest, with dings and marks, but sharp edges. The inner bezel has a strong colour with some of the numerals showing missing parts. The lume shows discolouration, perhaps some water/humidity has got in over the years. The crystal is marked, but the dial seems sound underneath.

The bracelet looks correct, but I believe there is a tapered and non tapered version, and I'm not sure which goes on this model year.

The hour and minute hands do look a little rough.

At the right price, my thoughts would be under 400 pounds, it might be a reasonable candidate for restoration. That said, I'd be looking for a better example.

Bought the watch today at auction on behalf of my friend. Cost £550 ($760 usd), my friend likes the history and story behind the watch. Thanks for your help. Will post pics when it arrives.

Handed over the watch yesterday. He's really pleased with it it needs a service, the lower button is stuck. I spoke to an independant who said the hands can be refurbished. How much should he expect to pay for a service? Hope you find one soon.

Service $$$ will depend on what needs doing and where you are. In Australia, a service like this would begin at $500 AUD.

I think that sounds fairly reasonable for a chrono service.

I know there a number of Pogue owners here who might have more first hand knowledge, just check out some of the awesome recent "Pogue Day" pics in the what Seiko are you wearing today post.
