For a EU citizen entering the EU it's more tricky than for the US.best to have proof of purchase with an invoice stating VAT.
If you can't proof that VAT is paid you might have to do so again and import duties as well. That can easily add up to 30% and if you are real lucky you get a fine on top of that as well. Not only watches but that also applies for new electronics. Anything in excess over 430 Euro. The little safes in the hotel room are better than nothing but far from secure. They are fine for electronics and travel documents. The hotel safe at the front desk or office if equipped should be used for significant valuables.
