Is this the right box for an L serial 16610? Do the lugs look like they have been polished too many times? Any other thoughts?

Lugs don't look too bad but it's hard to tell from these washed out pictures...

Appreciate all the expertise and help. Two follow up questions: (1) is it suspicious for a L23XXXX serial number to be dated January 1988? (I thought that L serials tended to be 89, and while possible to be 88, I'm surprised to see one in the very beginning of 88.) (2) it appears that the end links shaved metal off the inside of the lugs, how concerning is that?

Letter prefixes do not designate a year, regardless what popular lore is on forums.

Enthusiasts have seen about when watches have hit the market and guessed at the dates of letter prefix serials, then made charts in varying levels of accuracy.

There have almost always been more than one letter prefix being produced in any given year. It is almost a certainty that when R's were seen in 1987 and got that "date", Rolex was also gearing up to release the next letter, L; so there will be overlap in both directions.
