I am guessing this topic has been covered before, but I couldn’t find a thread on it.

They use to give them to clients who spent a certain amount of $. this changed a number of years ago... how long I am not sure but AP no longer offers them at any spend level from what I understand now.
Best bet is to try and find a long time VIP who might sell you there's from back in the day

Honestly I don't think there was a particular level of spend or collection that it was offered to, as I heard some pretty broad examples with varying levels of collections including totally denovo collectors.
