Does the chronometer certificate have the same serial number as back case of watch?

The pictures aren't good enough to make a solid determination, but from what I see in those small blurry and poorly focused shots, nothing looks out of place.

The story is fishy though. A friend of mine recently bought the same watch for $3600 (duty free of course, we don't pay tax in our like of work). Who in their right mind pays $5k and then doesn't size it or even peel the plastics off?

That was my concern as well, true "online" retail is $2800-ish for that model. But overall I got a bad vibe from it.
