I would not be happy with a +13 secs a day. If I trust the dealer, I would have their watchmaker regulate the movement so the accuracy is improved (provided amplitude and beat error are within normal parameters). Otherwise, also based on how much I paid for the watch, I would consider servicing at a Rolex Service Center to return the watch to COSC specs (+6/-4 or +2/-2).

I’m not too particular about the accuracy because I wear it on Fridays + weekends. As long as it doesn’t affect the quality of the watch

If it drifted from +5 to +13 since you owned it I'm guessing it needs a service/lube.

It keeps very bad time at 13 secs a day in my opinion, should have just waited a couple months on a list and saved money on the premium and got one within +\- 2 seconds every 24 hours.

But each to their own

Does not matter where you bought it. Just how important are the 11 seconds in a day? Still 99.999% accurate.

If it bothers that much wear it a week and take the average to give you a better idea how accurate it really is.

It depends on how you wear your watch as well.

This is the 30th time I have measures my 14060M from 2003. By then, the standard was -4/+6 secs/day IIRC.

I would not be happy with the performance of yours.

Just an update, it seems like there was a miss communication. What the grey actually meant was that it is normal for the watch to be +-20 secs/day for second hand watches UNREGULATED. So he actually helped me service it in-house and told me it was 3-4 secs/day now. I have yet to pick it up yet. Feeling like a fool now

Depends on what you mean by servicing. A 5 year-old Rolex May be due for overhaul. Regulation will only help temporarily

Magnetism might also be the issue as you said it was originally +5-6 and then +17 later. Where do you put your watch at night? Strong Magnet could be found in speaker, laptop, ipad etc. Could affect your watch.
