Movement is genuine. However, as mentioned above that case has some serious corrosion (likely resulting in moisture/water intrusion).
Looks like a fair amount of wear and "brake dust" debris on the plates as well, so I would assume a complete overhaul is needed, with several replacement parts likely required. YMMV...
