Buying vintage parts from the Phillipines?

what is everyone's opinion on this? easy way to get ripped off

As always, it depends on the seller. You can get cheated anywhere and a blanket condemnation of a country is never a good idea.

Get references, do your due diligence and you'll do well most places.
