Brownish color on Luminova Dots
I was at my local AD yesterday looking at the sports line. I noticed a handful of these new watches had a brownish / dirty color to their luminova dots. I saw a YM that had a few dots that were a little brownish. Is this normal on these? Is it normal to happen this early to a watch or is it a characterisitic of the luminova?

No, that's not normal for a new watch. Rolex prides itself in the consistency of its Luminova.
Perhaps the harsh lighting was playing tricks....Were you able to look at this up close with a magnifier ? Water infiltration and old age can produce spots. It should look like this... |

In a twilight or not well-lit room (just on the border where the markers would turn green in the dark) the hour markers and hands can seem more off-white than in sunlight.
Might be the cause

As Larry said, unless there was some damage of some sort luminova is not supposed to do that.
