My navitimer is 3bar, is it safe to rinse it with water? What is considered "splashing" in Breitlings view? These polished cases look nicer once you rinse them with soap/water.

No. Now I have heard the Emergencies are a bit more water resistant than perhaps indicated. The B2 has the sliderule and a 100m water resistance which would be sufficient for swimming.
