That's an Omega Tresor Deville, 40mm steel, on an after-market strap.

It's a manual wind movement and has a jumping-hour hand for setting the time

I was looking at the JLC Master Ultra Thin https://www.jaeger-lecoultre.com/us/...e/1238420.html.

What are your opinions of that watch vs this Omega?

Both look like great options. Unbiased opinion (I don't own either of them) I would lean towards the Omega, due to the very robust movement which is essentially immune to magnetism and has coaxial master chronometer. However, I don't like a jumping hour hand for setting the date, so that's my main negative for the Omega.

But the jumping hour hand is cool for traveling :)

The JLC is a more refined and better finished watch, the Omega is a little more sportier, if you are more on the dress side and appreciate the details of higher horology go JLC if you are on the sport side and like the way the Omega looks go that route. Personally I would pick a JLC over Omega for dress watch category, but not a Reverso because I couldn't bond with one.

Is this timepiece a flat white dial or is there some texture to it?

There is a very fine texture to it, silver in low light and whiter in direct light
