Tudor 9411/0 Sub:Snowflake ADVISE needed

Hello.
I just received a blue snowflake 9411/0 from a very trusted seller with a solid reputation. I got the watch for what I thought was a steal. He assured me over the phone that it is in good condition, no issues except that it was relumed a while ago and some of the lume is uneven.
When I received it I noticed many things that were not in the description, but for the sake of the important ones I will not bother with all.

#1 the movement does not hack. This is a big issue with me. It may be a quick fix but I don't know. Also it is not engraved. I had a black 94110 with an engraved movement, my watchmaker says he can make out an "O" and "R" from the pictures but thought it was odd that it was not engraved.
Here are the pics of the movement and caseback. The seller told me there are 2 service marks on the caseback, one from the 80s and one from 1999, which he believes is an RSC mark.



#2 a pretty thick scratch mark on the bottom of the dial from 6 o'clock to almost 5 o'clock. I'm not sure if that can be repaired or not.

What do you guys think?
I paid a $2400 for this, and an overhaul from my watchmaker is $400 so I'll have at least $2800 when it's all said and done.
OR the seller offered a full refund.

What would you guys do?

Positive- it passed water pressure test, it keeps good time, besides the mark on the dial it looks great, case condition is ok, scratches but nothing deep, no rust under the bezel.

how come you didn't see that damage on the dial before you bought it?

I am sorry to learn this case. If possible, I would suggest to have it refunded for the peace of mind.

Yes I have decided to return it. I don't want to find another surprise that could cost money.

i would not keep it. the movement shoudl be signed correctly. otherwise, the entire watch will always be questionable. also the dial is relumed which is also disappointing. for 2400 you are better off waiting.
