Loose seamaster 200m dial found in Rolex parts lot

Hello Omega folks, I'm a vintage Rolex guy who just bought a large lot of parts from an old watchmaker. In it was this Omega seamaster professional 200m dial. I was hoping you guys could tell me a little about it.

It's marked -singer-singer-singer-singer across the back. It has a diameter of 25.9mm. It still has a faint green glow when hit with flashlight.

I'm curious about the era of watch it came in. This guy had retired back in the 90s and has parts going back to the 60s (but I know nothing about Omega).

I am NOT an expert, but to my eye it's clearly been re-lumed (and badly, too) and the dial printing looks pretty sketchy -- faint and not very crisp.

That looks like a typical 70-80s dial refinish to me. Not to say that it couldn't have been done at other times, but most later refinishes look better than that (and modern ones can be very good).

Thanks guys. I agree it didn't look very clean (even the omega symbol isn't centered under the 12 o'clock marker). The "matte" on the dial looks (and feels!) like velvet.

The dial is re-painted and re-lumed. Possibly, it's for a 166.091 or a pre-bond Seamaster.
