Which tri state area are you referring to? Pennsylvania, West Virginia, Ohio?

In August I got one from my regular (out of state) AD for 5% below MSRP with no tax. It came to $8,502.50 USD delivered.

I can't speak for England but 10% is not easily available in Scotland. Blnr is their most desireable model and they're not keen to discount.
Most scotland ADs are in the big cities and they speak the no discount policy and stick to it.

Special relationships with an AD may be a different matter but as for 10% easily available? I would strongly disagree.

AD in Dallas had one in the case on Friday, he said MSRP is $8,950 but he would have to confirm with his manager but he could probably discount 5%. Also said if I had someone out of State to ship to, it would save on sales tax and he would not charge me to ship.

Then stopped at a Dallas watch store (not an AD) and they had one in the case, there price was $9,350 firm!!! lol... He said he would not discount it at all

I just thought it was interesting.

Saw the BLNR in Paris CDG duty free at 6416 euros tax free (7250 if traveling inside EU). So cheap I wondered for a moment if it was not a labelling mistake (other models were quite highly priced).
It was really tempting but the watch had the weak cyclop issue which I knew was going to annoy me.

They also had the BLRO in display, first time to see it with my own eyes, such a desirable piece.(except the price)

French price is 7250€ for BLNR , and french VAT is 20% : duty free price should be 6042€ (not 6416€)

So CDG's AD (Royal quartz) is doing double benefit from you. The usual 38% margin, plus an extra "duty free" 374€ benefit

I can't imagine anyone doing jail time for a purchase on a single item for personal use. Try that stunt in the UK and, if caught, you'll most likely get hit with the VAT that you're trying to avoid and a possible fine. For them to confiscate the watch, you'd have to do or say something very stupid indeed to seriously piss them off.
