Strange defect on insert on my Tudor 79090

Previous two sellers had not disclosed this, but there is a booger on the 25 marker on the bezel insert. I also noticed the pip is luminescent indicating a possible service replacement. The hands also glow.

Any thoughts on how a defect like this could go unnoticed by Rolex? Is it possible that this insert is aftermarket?

Your insert appears to have thinner fonts than mine, which is 310xxx (1992 sale date).

Yes, I have noticed this as well. I'm wondering if this is some non-genuine aftermarket replacement or something.
