Just bought from ebay - concerns

Just received a SS Sub that I bought from ebay. al looks legit but the second position in the crown is not moving the date along. it half moves the current number but doesn;t change it. Seller says send it back and I'll fix it its a simple easy fix but now I am concerned. Should I be?
