Uncompressed. The key measurements are body length/thickness, total length, and pivot thickness.

I agree with Kilyung. For the uncompressed length, it should be 23.2 mm.

Well, I borrowed a good micrometer from my neighbor and measured a known set of 20mm and another known set of 22mm and they measured 20 and 22mm respectively only when compressed.

Really?

I always see them listed based on the distance between lugs (i.e. 20mm).

Am I missing something..?

I believe when ONLY the length of the springbars is mentioned it means the distance between the lugs they are supposed to fit in.

In other occasions you are given more data, like the length and diameter of the fixed part, the length and diameter of the pins, etc.

That is only what I understand. Of course I can be wrong, it wouldn´t be the millionth time...

A 20mm springbar is suitable for a watch that is 20mm between the lugs.
The uncompressed length is a function of 2 x the pin insert distance/measurement plus the width of the bar. This varies from maker to maker.
Looks like it is 20mm + 2 x 1.6mm.
