Missing Snowflake SBGA211 Grand Seiko Inspection Certificate

I recently picked up three GS’s from an overseas AD, two of which were for me and the other for a friend.
My Sbgj203g black Iwate dial hi-beat came with all the packaging including that padded dark blue synthetic leather wallet which holds that piece of paper entitled ‘Grand Seiko Inspection Certificate’ (see highlighted pic).
Upon closer inspection I noticed the two sbga211 snowflakes that I purchased did not come with this wallet and piece of paper, even though the snowflake blue outer GS card box has a recess at the bottom for it, just like the Sbgj203g box does.
They were a bit clueless, but when I asked the AD clerk he really couldn’t explain why that was the case?!?! He seemed to think that none of the snowflakes came with that wallet and paper when shipped from GS Japan HQ?
I purchased these on separate occasions- Nov 2018 (snowflake 1), Feb 2019 (sbgj203g) and today, 15th April 2019 for the Snowflake #2
Did this wallet and document ever come with the snowflake? Or have GS stopped supplying them recently? I was under the impression that all GS watches came with that wallet and inspection certificate?
Are there any Snowflake customers here that can shed some light on this before I approach Seiko Japan!

Inspection certificate only for mechanical movements.

Snowflakes have spring drive movements.

Yep, Seiko stopped doing it a few years ago, iirc – so nothing to do with the recent change to Grand Seiko becoming its own business entity.
