Icon20 SeaDweller Dial differences

Hey guys
Why the dial of the Seadweller in 1999 is different than the whole other years of its production? On the bottom of the 1999 A series it says "Swiss" only but in other circas it`s either "Swiss Made" or "Swiss T<25" Why is that?
