Yes it's a 16610 LV.
Yes it's a genuine Rolex insert, originally fitted on gold Submariners at the end of the eighties (16808 models). Hard to find though... (because this is a silver lettering insert (not yellow) which was produced for a very short period of time).

It is not Rolex but it will work just fine. Just be cautious when fitting it to the bezel

Also, do you think it would be possible to put a Milgauss second hand on a submariner or other model? I see the swaps to yachtmaster hands, but I always wonder how that would affect the performance of the timepiece. I am by no means a horologist, so I figure someone that is could chime in.
