As a scammer, having something sent to a third party business would seemingly make sense. Package is signed for by a random employee, and picked up at the scammers leisure.

I imagine this is more common with shipments of illegal things that you don't want traced by the police to your home address, but it also works in this instance.

Exactly this!

Seller needs an export licence and this must be added to the shipment.
If he‘s sent you with DHL parcel (DHL Express is much more expensive), USPS will deal with it once that the parcel has reached the US.

DHL parcels may take up to 3 weeks to arrive in the US.
