What is under the Tritium lume On The Speedmaster?

Hey Everyone! I’ve been doing research on Vintage Speedmasters because I plan on that being my next watch purchase. I used to believe that the entire stick markers on the dial were all lume then i looked at pictures of Vintage Speedmasters and saw the lume flaking off but the White underneath was still there. Can anyone let me know what the white under the lume is made of? Is it just paint? Thank you!
