If it's latex paint, I think that rubbing alcohol should remove it safely. Just be gentle and remove it slowly and gradually.

First, if you don’t know it’s base - try steam jet at a jeweler or home model. If water-based latex it’ll dissolve. Steam won’t hurt the bezel.
If that doesn’t budge it, then prolly an oil based paint. So next step is goof-off and a q-tip to soak it good and clean paper towel to wipe away anything that’s left. Sent from my iPhone using Tapatalk Pro

Is it oil based or water? I would try using a toothpick. If that doesn't work, then there are some other options I could use.

I trust you don’t swim in the ocean with that 7016. I still do with my 7021. Anyway, use your fingernail, it will be fine

Dab it with some WD-40 and let it soak on the paint drop, and repeat until you can easily remove it with some gentle rubbing.

WD40 or take a drop of "Dawn" dish liquid and let it set for a few minutes...
