Orient Ray I bezel

I dug an old Orient Ray I out of my drawer. It looks like a Rolex Sub, sorta. But I notice that the timing bezel does not turn. Is mine stuck or defective or rusty or does this watch have a fixed bezel? Any tips to move it? WD-40?

I got it going with a leather glove, but it does not move easily.

Remove it and lube up the gasket. WD40 will end up ruining the gasket if you use it. https://www.youtube.com/watch?v=GQ_HPH_83Ec
