Is this the correct dial for a 1960 Rolex 5512?

No, the dial shown is incorrect for a 1960 5512. It is a later service dial. The correct dial for this watch would be a gilt chapter ring version.

Is this considered a Maxi Dial? Does it bring the value of the watch down?

That dial is a mk 2 maxi 5512 dial that is very common in the 5 to 6 mil serial number. This was the first matte dial to have SUBMARINER printed above the depth rating. While this dial is a 5512 and not a 5513, you might find this website helpful.
