代购 in its literal form is not illegal. It denotes helping another buy something on his/her behalf. It could be any purchase in or outside the country.

It is only illegal if it is above a certain threshold and not declared to the custom.

A lot of folks on this site are baffled at exactly why modern watches are separated from their box and paperwork and automatically assume it's because the watch has been stolen. Thanks for helping them understand that it was, more likely, smuggled.

Depending on the piece and the percentage of import costs "saved" smugglers may actually gain little or even lose net net by leaving the papers behind. Dropping the box for whatever reason is no big deal as that can be replaced at little cost.

Yeah that was my first thought. Use the postal package route for the bulky part and a simple DHL for the papers.

They can still open up items for checking and likely hold box and papers at customs until you give more info on the purchase and then will tax accordingly.
In some countries such as China, they'll potentially confiscate box on grounds wood may be endangered such as Rosewood, Zitan and hold.for all the purchase paperwork.

No watch means paperwork is useless for them. It's normally when they're combined that they can start questioning why you have both on you and attempting to avoid tax.

They normally won't open mail where it just contains paper.
