Is this Submariner correct?

The cyclops on this Submariner just does not look right to me. Not sure if the magnification just looks wrong, or if it’s the bubbles in the adhesive or what looks like overspray all around it, but it just looks off. It’s possible that I have no clue, or it's simply a replacement, or that there is more wrong with the watch than I can tell. What do others think?

the lume on the hands and dial don't match either, I would stay away

Not sure answers to any of those questions are required to evaluate the watch in its own right, but it’s a watch from a WRUW post in a group that is full of serious watch enthusiasts and I was curious. When I am curious about anything Rolex, I naturally come here to ask.

Looks like an early 1980's 16800?

Hands appear to be replacement as the lume doesn't match the dial, and the crown guards seem to be smaller than I'd expect them to be. Do you have any other information about the watch?

Looks like a matte dial 16800, with a bit of overpolishing. May not be a service hands as sometimes they patina at different rate.
