Removing spots from DJ dial

Hello all, what's the best way to remove spots from a dial? They look like dried water drops or possibly oil drops. The pic isn't great (sorry), but you can clearly see the two dots on the dial around 6 o'clock.

All I know to do is to rub very lightly with a Q-tip or something similarly soft.

Any tricks or thoughts are appreciated.
