Can seiko 7002 crown and stem stop movement

I've got an interesting problem
When I'm wearing my 7002 now it stops but off the wrist it works

it seems to have something to do with the crown and hands , sometimes when tightening the hands all move . if i do it a certain way the watch keeps ticking

when tightening sometimes the watch will stop running and the second will go backwards while setting the time. if i fool with it then it will keep time
