I wouldn’t be surprised if he sold it intentionally or unintentionally to one of the interested parties. Crummy experience, but don’t get too discouraged.
Assuming all of the funds are returned in a timely manner, I say try an AD local to you or at least within a reasonable driving/ safe travel distance. It’s a gamble trying to have an AD ship an item. This is not a normal service they offer. It has been done before, but not a universal service. Alternatively, consider a trusted seller, many recommendations on here, that will ship to you. Really sorry to hear about your negative experience. Not that anyone asked, but I'll share my $0.02 on J&S.
I've met John and Jim (the partners) on numerous occasions, and have known the manager and sales team at James & Sons for about four years now. While I'm not a big time customer, I've always been treated warmly and with respect at the very least, and in many cases have been treated far more like a friend than a customer. As an organization, they have gone above and beyond my expectations of a watch retailer / jewelry store on numerous occasions. Positive and negative experiences happen every day, and of course people do make mistakes. While only you and John know the details of what transpired, there are always two sides to a story and miscommunications are even more common in these high-tension times. I have always (and will continue to) support the good people at J&S. Finally... I really hope you get the watch you want, and hope the experience is a positive one in the end! Cheers. -Max

My local ADs have told me numerous times that the requirements for shipping out of state have been tightened up by Rolex. For someone to ship out of state, the ID presented in-person would have to show an out of state address (ie, someone traveling to a different state for leisure or business).
Just sounds like the owner didn't approve of the sale out of state made by one of the managers. Probably just trying to cover his arse incase their store gets a Rolex policy audit. My 2 c.

Doesn't sound like a very affable Dealer, and I would question their customer service and approach to sales.
However, I fail to see any "fraud" or "scam" anywhere in this story.

My guess would be the AD got cold feet, the transaction dident feel right due to you being out of state and he decided to bail. Not the right way to do business but that would be my guess
