Relumed or no?
Anyone have a view? There’s a sliver of the minute hand that’s very bright. That an indication it was painted over? Posting one more photo after this in a second post

the lume on top looks chipped off exposing the underlayer. I have seen these where the underlayer still glows.

Hard to tell. The texture on the lume seems a little much. Yes, hour markers often have that waffle texture with '70s tritium, but not sure I've seen it quite this pronounced, and with the slightly "dirty" look blended with the patina.
Also, perhaps it's the strength of the UV light and or the overall lighting and quality of photo, but that's not the look I'd expect. Here's what I'd want to see under UV, with that white "glow." |

Below is a GMT 16750 under UV. Notice the difference in the color between the hands and the dial markers.' The dial markers react to the UV light and become white in color while the hands have a brownish tint.
The hands have been relumed and the dial markers are original tritium lume. The Submariner posted by the OP does not seem to react properly to the UV light and are probably relumed, repaired or damaged by something that prevents the markers from properly reacting to the UV light.

A good friend of mine recommended a $20 UV penlight from Cabela’s. It arrived today and holy hell that thing is awesome. I’ll post a photo tomorrow of my 1680 mk 4 under UV to provide another example in the very near date range to his.
