Icon5 Speedy Snoopy question

Hi,

Was having a chat with my best friend today and realised that I have no idea why NASA select snoopy as a symbol for Speedy. My understanding was the safe return of apollo 13, the successful failed mission whereby a critical 13secs burns depended on a Speedy...hence Snoopy was presented to Omega...

But my question is why Snoopy...why not he-man, x-men, hello kitty, doraemon, etc ???

Please help to enlighten and thanks much!
