Shortages usually mean that you cannot buy something in stock. I never saw an empty shelf at Home Depot, where lumber was supposed to be.

The shortage of windows and doors could be explained by manufacturer's balking at the cost of materials, could it not?

It absolutely has to do with this as well. Sometimes it doesn't make sense to produce at current input pricing if you expect reversals. Real world is always multi-factor.
