Does this have an AR cyclops crystal as well or is it just the lighting? I hate to call this a parts-bin special since that might be offensive to parts bins.

Jokes aside, I assume this was priced accordingly?

Good point about respraying the dial. Let me further detail my response regarding it being "resprayed." It can have lacquer or whatever substance one adds to the dial whether it is sprayed, brushed or dabbed on to the dial. Additionally if sprayed, it would not be too hard to cover the markers with jewelers gum, rodico, tape etc.

I suppose I'll further add to get a macro of the dial text since it should show whether or not an additional layer of lacquer is on top. If the dial text is clearly visible as the top-most layer then it's likely the original paint that has bubbled. And, even if the plots were carefully masked off, you'd see evidence of lacquer buildup around the outer perimeters of the gold surrounds.

We might need to see this dial in-person to really know. But, a macro or three under good lighting would be great.

This is tropical. A vintage 1960s Datejust with a gilt black dial that has turned a nice chocolate brown color.
