Yes. NYC is the most egregious example of pedestrians believing they have the right of way no matter what. It’s most likely where the misconception began. Of course the taxis there think they have the right all the time as well. The best advice for pedestrians in NYC came from Buddy the Elf:

I understand this is correct in saying "always walk facing the travel lane" (with traffic) but I do the opposite because maybe I'll see a car coming at me and have time to get out of the way, maybe.

Thanks for the correction. Where I live it seems the pedestrian doesn't have the right of way at all, unfortunately.
