I don't see it as a big deal as long as it keeps good time and the power reserve is correct.

My Hulk second hand starts between 10 and 30 winds after having stopped from under use. My 114060 about the same. Neither require a "tap". Both under 6 months old. Personally I'm not concerned about it.
