Had some time to kill on the road today and ran across this in a jewelry shop, $6800 but looks like the dial is off. Relumed maybe?

Any expert opinions?

Serial dates to 1970, no box or papers.

Looks to me like the lume has fallen off some of the plots. Hands also appear to be replacements.
