When did rolex start doing "pre-owned warranty cards"?

I don't think it's a Rolex Official card even though it's made to look like that. A lot of large retailers offer their own 1 year warranty on used watches. I'm thinking these guys just thought it would be clever to create a warranty card that appears to be a Rolex card. If that's the case I don't really like it as I'm sure someone will be fooled.

Attempt to fool IMHO the watch looks serviced (polished nicely ) I think it made by a a third party to look like a Rolex card

Reading the description it states no papers. So maybe the fake card stays with the owner...
