If im buying a used anything, I expect some patina within reason. If I want new, Ill pay for new. Slight imperfections only visible under a loop wouldnt deter the average buyer IMHO. You only have original once.

Dear OP. I would opt for new hands but keep the dial. If the dial is in fact visibly scratched it should be up to the RSC responsible for scratching it to replace it at their cost.
